DIGITOLL

From 15 September 2026, shipments to Norway must be declared to Norwegian customs before they cross the border. Norway calls this Digitoll. The window that allowed a declaration up to 10 days after delivery is closing, so the information on your shipment has to be complete when you book it.

DSV applies the requirement from 1 September 2026, two weeks before the customs deadline. If you ship to Norway with DSV, the customs information has to be complete before pickup from that date. Other carriers follow at the 15 September deadline.

Digitoll does not add a new form to fill in. What it removes is the slack. Until now a shipment could leave with an invoice attached and be declared afterwards, so a missing signature or an incomplete description could be sorted while the goods were already moving. From 15 September the declaration comes first, and anything missing or incorrect stops the goods at the border, with delays and costs to follow.

The customs power of attorney you sign with a carrier is an EU-side authorisation and already covers Norway. If you have one in place, Digitoll changes nothing about it. If you do not, it has to be signed before you book rather than after.

What you need to do

1Create the customs document in Sendify

In the Documents step of the booking, choose to create the document rather than attaching your own invoice. The form asks for everything the declaration needs, so nothing required is left out.

2Have a power of attorney with the carrier

Each carrier needs a customs power of attorney signed once before it can declare on your behalf. See Customs power of attorney for the forms and how to return them.

Incomplete information stops the shipment. A missing power of attorney or an incorrect document is enough for Norwegian customs to hold the goods at the border. Sort the power of attorney before your next booking rather than while a shipment waits.

Before your first Norway shipment after 15 September

On the commercial invoice

  • Full name and address of both the seller and the buyer.
  • Invoice number and date.
  • A detailed description of the goods.
  • Quantity of items.
  • Value per item and the total invoice value.
  • Currency.
  • Country of origin of the goods, required for food and clothing.
  • Delivery terms, usually DAP or DDP.
  • Your VOEC number if you sell goods to private consumers in Norway. It is stored in the address book and fills in automatically.
  • A signed power of attorney with each carrier you use on the route.

Do you use your own customs broker? If your own broker files the declaration rather than the carrier, provide the MRN number in good time. Without it the shipment cannot be matched to a completed declaration before the border.
