Customs Power Of Attorney
When you ship outside the EU customs union, the carrier lodges the customs declaration for you. To be allowed to do that it needs a customs power of attorney, signed once. The same signed form covers every shipment where that carrier is your customs agent, whatever the destination.
You are still the declarant in the eyes of customs. The power of attorney lets the carrier file on your behalf, but the responsibility for the accuracy of the goods description, classification, value and origin stays with you, as does the duty and VAT.
The United Kingdom is the exception worth knowing about. It sits outside the EU customs union and needs its own authorisation, on top of the form you sign for EU-side clearance.
The formsDownload the form, have it signed by an authorised signatory, and return it to the address stated in the document.

UK authorities have increased their focus on the accuracy of shipment data. Information has to be complete and consistent across every document, and vague goods descriptions may no longer be accepted. Incomplete or inconsistent data leads to customs intervention, extra inspections and border delays.
On the commercial invoice
- Full name and address of both the consignor and the consignee.
- Commodity (HS) code, 8 digits, on every line.
- Invoice number and date.
- A detailed description of the goods.
- Gross weights.
- Quantity of items.
- Value and currency for each line.
- Country of origin of the goods.
- Delivery terms.
Describing the goods
A description should let a customs officer understand what is in the shipment without opening another document. Generic terms such as articles, goods, materials, mixed, as ordered or see attached invoice are rejected, as are descriptions made up only of numbers, file extensions, repeated characters or special characters.
